As the 29th anniversary of the murder of Llanfrechfa private deceptive Daniel Morgan approaches the guilty have not been identified. The key to understanding the unbelievable corruption of the past Metropolitan Police is the still secret Tiberius Report. It has not been published although it could be with names and other details redacted.
I believe I am one of only two MPs who have read it in full. Keith Vaz and I were allowed to read it under strict surveillance. Phones and cameras were not allowed and a policeman stood over us we read the sensational document. It chronicles with names, ranks and numbers a score of gangs made up of groups serving police and criminals. To avoid detection they met mostly in Freemason fraternities. A constituent of mine, who served in the Met for 25 years John Thompson, sent me a detailed report of the widespread Freemason involvement in the 'Met. Meeting in pubs or club risked the exposure of this criminal mafias' activities. They arranged and sponsor crime and they covered-up crimes and planted drugs and weapons on innocent people. The experience of reading this was a major life shock. My opinion of the police is based on Dixon of Dock Green not the Chicago of gangsters and police corruption. Daniel Morgan's campaigning brother Alistair told me that a significant gap in the Tiberius report is that the police crimes in South London, where Daniel died, are not included. No one questions that Daniel was murdered with police knowledge or possible involvement . He was investigating police corruption.
Last week I asked Labour's spokesman on Home Affairs Andy Burnham if he had read the report. He has not but he is pursuing a case of a possible police conspiracy involving a constituent of his own. March 10th 2016 would be a suitable day for Government and the Met to explain to Daniel's grieving family whether there is a chance that killers will be brought to book. I have written to Home Secretary asking for a statement and publication of a redacted version of the Tiberius Report. Justice has still not been done.
On 10th March 2015, I asked the Met chief in the Home Affairs Select Committee:
Paul Flynn: Today is the 28th anniversary of the murder of Daniel Morgan, who came from Llanfrechfa, which is on the border of my constituency. I realise that the matter has been handed over to an independent group under Baroness Nuala O’Loan, but she has put out a statement, on behalf of the group, asking for more information, which is possibly pretty optimistic after 28 years. We know the case involved police corruption; that had been admitted freely at the time. While it is out of your hands at the moment, with that in mind and having read the deeply shocking report on Operation Tiberius, do you think that there is more that the police can do? Is there anything in the police history that would give some explanation to Daniel’s brother, Alastair Morgan, and the rest of the family as to why this terrible crime took place, and to bring to book the people responsible for it, both in the criminal world and in the police?
Sir Bernard Hogan-Howe: First of all, Mr Flynn, I know that you have campaigned on this for a while, and I agree with you—it’s a terrible state of affairs. That man’s been murdered; his murderer has not been convicted—well, discovered and convicted; and the police were involved in corruption around it. So that is an awful state of affairs—we agree. If any more information is made available, I guarantee that we will act on it. As you are also probably aware, there is a bit of a legal block in one sense, because, of course, there was a case—forgive me, I think it was in February of last year—where a court case was halted and consequently that particular trial stopped. It caused real problems and, if you remember, the judge at the time said he was concerned that, with so much material, he thought the duty for disclosure may be an impossible challenge to overcome. But my guarantee would be that if, it’s at all possible, we should pursue a murderer.
Paul Flynn: I have just a small point. Are you really satisfied that the stables have been cleansed as far as that terrible period of Operation Tiberius and Daniel’s death is concerned, or are there still elements in the police who are still having an influence in suppressing the truth?
Sir Bernard Hogan-Howe: In terms of this case, I believe that the people who have been involved with it in the way that you have described are no longer there. And as you are probably also aware, the National Crime Agency has been asked to carry out an investigation to see whether or not they can pursue that in retrospect.
Are you the same Nigel Shepherd that represented Jonathan Rees the murder victims business partner?
If so you really should mention that fact.
By the way didn't Jonathan Rees also get imprisioned for six years for planting Class A drugs on an innocent mother in a child custody dispute?
Did you represent him in that Not Guilty Plea also?

Your statement that "No one questions that Daniel was murdered with police knowledge or possible involvement . He was investigating police corruption" is complete rubbish. There is no evidence of police involvement apart a drunk who invented this story to get his own sentence reduced. Hampshire Police investigated and found absolutely no evidence of police corruption, but that the forensic investigation was "pathetic". Morgan was not investigating police corruption. The Met now support this line because it distracts attention from their more recent failings
