I wish you luck in your Convention project. If it's successful it could be the most effective money saving programme contemplated, far greater than any one of the most savage of public spending cuts. That is reason enough to justify your effort, but there are also enormous welfare benefits, not to mention the ethical reasons for the project.

I truly think that radical reform of the drugs laws would be the policy with the biggest beneficial impact on Britain and Europe: Portugal has shown what good even a relatively timid reform can do.

You've hit the nail on the head there Kay Tie.

Our current drug policy has clearly failed and is the cause of so many problems that would disappear if we handled it as a public health problem rather than one of criminaity.We could save billions we may even like the Dutch end up closing prisons rather than having to build more

*00 millions people in 47 countries are affected by the Council of Europe decisions.

Portugal is the best example in the world. Frankfurt had had a similar success that will be followed throughout all of Germany. Britain stands shamed with a fixed drugs probe that could prove nothing.
